is possible to deploy active active at CommServe level or required MS Clustering and if MS Clustering is required more license for node 2 ?

We do have a couple of options for High Availability Commserve.

You can install the Commserve as part of a Microsoft Server Cluster configuration:

Installing Server Packages in a Microsoft Failover Cluster Environment

We also provide CommServe LiveSync which synchronises the active Commserve with one or more other CommServe servers.

You can perform planned test, maintenance or production failovers to one of the other CommServe servers, or with automatic failovers configured, the active CommServe host will automatically failover to another CommServe host.

In the HA or FC environments, there’s only 1 instance of the CommServe, so licensing would be no different from an existing standalone CommServe.

In an Active-Active Cluster environment, you’d need a license for each CommServe instance.  You could have your licensing split across the CommServes, or run a Licensing Server to consolidate the licenses into a single pool.  However, I’m willing to bet this Active-Active setup is not going to provide the use-case you might be expecting.

Note:  For SQL Server clusters, you will need to provide your own SQL Server installation and licensing since you cannot use the Standard Edition provided by Commvault.
