its possible enable FIPS mode on the Commvault server via API. If is possible please share me API endpoint for this. How I can check via API status for FIPS ?

Some products have the possibility enable 'FIPS mode' for example EMC Avamar. Enabling FIPS mode on Avamar enables cryptographic options , such as data encryption. For example, I found encryption option possibility from the Commcell desktop application level:
I also found an encryption option in the GUI but from the storage level.
The question is how can I enable the same option that is available from Commcell desktop application (first screenshot) but via API?

You should not need to enable or disable this. Please elaborate further on your question.
