Most likely, the libraries have different barcode reader lengths and the same tape in different library is now being detected with either less or more characters, thus being treated as a brand new tape.
If this is the case, you will need to adjust the barcode character length option on the library itself, then re-insert the tape so it can be detected as the same barcode as previously, OR, remove tape from current library (and delete this newly discovered tape), find the tape in previous library and update barcode on it so that it matches the new library, then re-insert this tape into the new library.

It may be physically located in the library but can you see it via commvault? Have you tried to rescan the media on the library?
