It’s not related to a migration but just a tape cataloging, our customer wanted to restore data from tape to a foreign Commserve, I know it’s not possible without performing a recovery of Commserv DB (DR) . But I’m searching where I have seen this information in Commvault Documentation. I have to provide an evidence to my customer.

That’s correct, a tape ‘belongs’ to a CommCell and can’t be read by another.
In order to do so, you need to perform a CommCell Migration:
