I Would guess you are having issues with your index replay. The index being up-to-date is not a requirement for backups jobs to run but it is required to be able to perform a browse and restore.
After running a job a index replay will be submitted and it might be failing, I would recommend the following logs:
IndexServer.log
IndexCheckPoint.log
LogManager.log
DataCube.log ( go to this one if you see SOLR errors in Index Server.log )
If you are unable to find any answers I would recommend a support ticket to review the Index replay issue that might be happening here.

When I go to view backup job history. it shows as full backups completed, however when I try to browse and restore from the full backup, it cannot access the index .

Can you confirm if you are able to browse the VM’s full backup and see data?
A support ticket here may be required to do a full deep dive into the issue.
