The documentation which you have shared with us is for FR32 which does not support OpenStack 13. 

Please find the below documentation for FR28 which supports OpenStack 13 as well.

And regarding the commvault and open stack do i need to use the regular frel or the openstack frel which is for 24 version?

It is recommend use the latest version of template as mentioned in the below documentation under ‘Before you Being’ column.

Before You Begin

• Before creating an instance for Linux file restores, install the latest available service pack for Commvault on the CS host and Virtual Server Agent.

• Use the latest available version of the FREL template. Use the latest available version of the File Recovery Enabler template. For example, you can deploy FREL from an SP24 template and connect it to an SP26 CommServe. You can then upgrade the template to SP26 if needed.

• The FREL must be deployed on the same OpenStack cloud and within the same region or domain where the proxy instance is running. Optionally, you can reconfigure the FREL to act as a VSA proxy, in which case the FREL consumes a Virtual Server license.

This is the latest version FREL_cloud_11.24.qcow2 is that ok with version 28?

FREL version should match with the commserve version. If you are using 11.28, please deploy 11.28 FREL: https://ma.commvault.com/ESD?fv=11.0&esdID=1390
