I looked up the error in our database (and saw your case, which I noted) and there are only a few I can see.
Sharing the details on how one was fixed (note that it’s a direct copy and paste):
>> Tried changing ownership to root for cvpkgrm in base directory but still the command did not work
>> Noticed in .gxsetup log for cvpkgrm : 'cannot access /opt/.gxsetup: No such file or directory '
>> Tried manually renaming commvault directories in /opt and /etc/ but gave "Read-only file system" errorz.
>> Renamed commvault log directories:
/var/log/.gxsetup
/var/log/commvault
Next actions:
Please work with your OS team and rename below directories and do a fresh install and let us know if you face any challenges.

Sharing case resolution:
Customer downloaded a new tar file, give permissions with chmod 777, and install was successful
