To prevent uninstall you need to make sure the user does not have the “Install Package/Update, Install Client” permission at the Client or Commcell level.
To answer you second question, no that is not possible.

+22If you’re worried about the local user uninstalling the CV agent from the OS level, you likely need to limit their permissions through the OS. Those actions would happen outside of Commvault.
