When we select HCP in Commvault and provided cluster details it gives us:

Yes you can use HCP as a primary backup target. If you are getting permissions errors running backups to it you will need to confirm that the credentials are correctly configured - https://documentation.commvault.com/2022e/expert/117242_hitachi_content_platform.html
If the credentials are correct, then you will need to engage Hitachi to ensure that the permissions on the storage is set correctly.
