is there any option to remove or disable developer tool or workflow ffrom command center
and permssion required to create or edit a workflow

Please login to adminconsole with user who has the master access and try the below:
Go to manage>navigation and disable the option which you want.

We can’t remove them permanently since this is a feature and you can only hide this after following the above steps.
