The Issue was in the ESXI.
The management agent on the ESX host needed to be restarted.

For the VM’s that failed to download the config file, Can you manually try downloading these VM’s VMX files? - Via Datastore Browser in vSphere/Web Client
-This will rule out any file locking (if download works).
Other potential causes could be permissions or connectivity. - Are the affected VM’s on the same host or datastore at all?
It may also be worth checking the vsbkp.log on the VSA Proxy machine for the failed event, to see if there is any specific details.
