i was trying this via a Maintenace pack, do i need to use a full media pack to upgrade to the lasets version from .28 to ,30

Yes, Maintenance Packs are only minor updates including fixes for the currently installed major release.

In order to move between major releases, like in this case from FR28 to FR30, you will need to use the full media pack
