can a server be part of 2 companies , i am not using plan , i have only storage policies , i have created a company and tried to move the server to new company created , if 2 company want to manage one server can this be achieved without logging to master account

Each server can only be assigned to 1 company.
If you are talking about a Hypervisor, the best approach is to keep the Hypervisor at the CommCell level without assigning it to any company, the assign the discovered VMs to their respective companies. That way the same Hypervisor will be able to host VMs from different companies.
