I’m asking how to restore encrypted DB2 database to an unencrypted location Since it’s doable from DB2 side using command line, I mean how to configure NO ENCRYPTION for restore job from commserve side ?

Our case is when we try to run out-of-place restore for tablespace of an encrypted DB the jobs goes into pending state at 5% and we get the following error:
SQL2032N The "piDbEncOpts" parameter is not valid.

The destination needs to be configured with encrypted db, please follow the steps from docs https://documentation.commvault.com/2024e/expert/preparing_destination_db2_database_instance_for_encrypted_database_restore_01.html
