why mysql doest have option for inplace and out of place as other db has , i know you can choose other server or instance , but for every other restore option it doest show like inplace ,outofplace etc..

 

is there anyway we can do restore to disk as flat files mysql

You can restore MySQL to disk by unselecting Recover option.

@Scott Moseman  yeah that will do , but when you click on browse and restore for all other workloads it ask for inplace or out of place , or advanced option, for my sql it just go to the content page , from then we need to specifically select options ,

 

now for the below option a server with file system agent is not showing there , i can restore oracle , sql file to file server using restore to disk , for my sql it only list client with mysql agents

For MySQL we have this dependency. We need MySQL agent installed.
