Upgrade from 11.32.65 to 11.36.46 on server offline.

please check compatibility before upgrade and server should be reachable from CS

In addition to what CV_GK said, you can also run a repair on the client if it is already installed to your Commserve. when running repair provide system credentials. 

or if it is not yet registered to commserve, you can install using the 11.36 download manager and execute it manually on the server you wish to register. when installing using this it would give you an option to select the MaintenanceRelease(11.36.46).

Hello everyone, I have solved it. I created a custom kit from (Commvault_Media_11_36.exe) on the production server and copied the kit to the offline DR server for installation.
