Does network throttling work for VM backups? for example, VMware backups.
If it does, does it apply only for LAN (NBD) backups? or also for Hot-add and LAN-free (SAN) backups?

The throttling will be between the access node/proxy and the MA. If these are the same machine, then there’s no throttling that can be applied.
If you are looking to throttle between Hypervisor Host → Proxy (whether it be SAN, NBD or HA), believe you’ll need to look at other possible solutions. Maybe reduce streams in the CV job is about all you can do to “throttle” that part of the process.

An alternative method to ‘slow down’ VM backups without network correlating between proxy and MA is to reduce stream count (Readers setting on the subclient/content).
