Two different users perform the same operation and click the "Quick Look" button in Outlook without the add-in and the effect is that one user generates such a link and it works (the message from the archive is fine).

I don't quite understand why these two users have different link syntax. What can it depend on?
Could you please clarify what does not work means? Is an error received or just nothing happens?
Is it all messages for the one user that do not recall or only select messages that do not?
If not all messages, how old is the message attempting to be recalled that does not work?
From my experience, it’s likely that the message no longer exists on backend storage TO recall (it’s aged as per message retention).
You can generally confirm this is the case by identifying and attempting recall of messages from a certain year (e.g. 2013), do all messages from that time period fail?
Then try compare success to recall attempts of messages in 2019.
