I have commcell version 11.23.42. What version can I upgrade to so as not to re-issue the license?

I recommend that you move to the latest LTS version, which is platform release 2023E (11.32).
A few other LTS versions to mention are 11.28, 11.24.
However, It really depends on what your needs are or if you can upgrade your commcell environment based on your requirements.
LTS adds many new features. Please proceed through the BOL below.
Additionally, there is no need to reissue licenses while upgrading commcell.
