I am trying to create a custom workflow in my Commvault SaaS tenant (https://m100.metallic.io/). However, i couldn’t find this feature available in the navigator? Is workflow feature only available for on premise version of Commvault?

Correct. The workflow engine is not available to Commvault Cloud users.
