Currently, the APIs available for Workflows do not allow for creation or modification of Workflow activities –
Please see the below reference for what Workflow operations are possible via API at this time:

These can be used to retrieving Workflows, Execute Workflows, Deploying Workflows, & Deleting Workflows.
Workflow activities can be modified though the Command Center
