What are the permission needed to create a Disk Library?

I noticed you can set up an account to access the mount paths in the library. What are the permissions needed for that account?

The user account used to access the mount path must have read /write permissions on the mount path.

If an UNC path is used as a mount path, the user account must have read/write permission to the software install folder. See Using a UNC Path as a Mount Path for more details.
