Looking at below Microsoft documentation it seems AGP Azure Cool tier offers the same restore performance as AGP Azure Hot tier. Is that correct?
"Data in the cool and cold tiers have slightly lower availability, but offer the same high durability, retrieval latency, and throughput characteristics as the hot tier."

Is it possible to have auto tiering for Azure AGP from Hot to Cool?

Hi Aris,
Regarding performance and latency, that may be true of the Cool trier but definitely not for Cold tier.
As it stands, the infrastructure does not currently support auto-tiering.
