If you take a look at the job details, if any files were skipped during the restore, you can get further details on why however usually this is because the overwrite option wasn’t enabled during the restore and the file on the destination is newer, or more recently modified.

Yes, if you choose the option to overwrite the files that exist today, it will place the selected restore files back.
Alternatively, if you don’t want to overwrite, you can perform an out of place restore. You can do this by following these steps: Restoring a SharePoint Document to Another SharePoint Site.

I’ll do the restore out of place and have the user compare, I’d rather not replace the files if they’ve made recent changes.
