Trying to allow granular access per content that would help users manage restore capabilities.

How can I do this?

There is no option to provide granular access to the content created by the custom category, however you do have an option of creating a new client and define the with custom content then associate the user or user groups with the browse and restore role.

Granular access cannot be provided per content, it can be provided for individual clients/client groups/tenants.
