After changing the “isAsBuiltEnabled” value, Tomcat services on the Web Console must be restarted for the change to take effect. 

Try restarting Tomcat and let us know if you get the option for this.

Is the CS also the Web Console Server? - After setting “isAsBuiltEnabled” = True and cycling the services, you should see the option when logged in as an administrative user.

Perhaps also try refreshing the Browser also (just in case).
