While logging traffic to limit the scope of outbound traffic being allowed, we are seeing calls to arsenal.*.vpce.amazonaws.com.
Can someone explain how commvault is using this AWS service and what its use case would be? Right now we are only backing up EC2 and RDS.

Just taking a quick look, is it possible your VMs where commvault is installed on AWS EC2 instance have the AWS discovery agent installed? that seems to refer to this service - seems like it could be related to migrating VMs to AWS.
