I am doing an installation of a commvault infrastructure and I have blocked the local admin user of commvault, now I have to wait 24 hours, is there any procedure to be able to unblock it?

If neither you, nor any of your colleagues have admin access to the system, you will have to wait for the lockout period to expire.
The time depends on the value set for the additional setting: AccountLockDuration

You can also open a case with Support to reset the timer, then you need to modify Lock Duration
