can I upgrade SQL service pack manually in commserve 11.28.102 ?

Absolutely.  If you’re not including Windows and SQL updates with your Commvault updates, you definitely need to be updating both of them manually.

when I go to the command center and to the servers, 

after I go to the configuration section,

I did not find the administration  ( in my environment )section that mentioned in the documentation 

I have 11.28

Here’s my example from 11.28.24.  Maybe you have a permissions issue?
Either update manually instead, or open a TR to see why yours is missing.

Yes, absolutely upgrade. You should keep both the OS and SQL current on updates.
