Does anyone still use SharePoint Document agent? Everything can be recovered by restoring content database. Using document agent seems like a waste of resources

You are correct the Document agent is being used less and less for move to offline mining.
CV has actually started limiting functionality towards supporting offline mining instead and noted here at the bottom of the page:
