Personally I would move directly to FR32 and skip FR30. Our experience in terms of stability with FR30 were not that great and a lot as slipstreamed already in FR32. In addition FR32 is a LTS release, so it is undergoing more regression testing in comparison to a non-LTS release. Not sure of course how big or special your environment is in comparison to ours which is a MSP setup.
