11.20 is 3+ years old currently. Please try with a 11.32 installation.

I agree with @mikevg Oracle Linux is not Supported for SP20:

Install FR32 instead, even though not sure if they missed that version or just not tested:

• Oracle Linux version 8.0, 8.1, 8.2, 8.3, 8.4, 8.5, 8.6, 8.7, 8.8, or 9.x
