Is it possible to Suspend ALL running Jobs at 7:00 AM, stop new jobs from running, then Resume ALL jobs at 7:00 PM?

In Commvault version 11 - Is it possible to automatically Suspend ALL running Jobs at 7:00 AM, stop new jobs from running, then Resume ALL jobs at 7:00 PM?  

Let me know if this isn’t clearly stated.

You could use a blackout window on a group to only have jobs run during specific time frames.

I understand the Blackout Window to be the mechanism for preventing jobs from starting during the days and hours selected.

Is there a way to run a job that will suspend ALL running jobs at a specified time (7:00 AM) and resume ALL jobs at a specified time (7:00 PM)?

Yes by using a blackout window.
