I deployed a FREL OVA machine and was using it for Commserve 1. Now the commserve1 is not in use and I would like to use the same FREL machine for a new Commserve. Can I use the same machine or I need to deploy a fresh OVA?

There are lots of things you would need to modify and even then you may face issues.
The best is to deploy a new FREL on the new Commserve.

Now of course you can try as it will not impact the Prod since it is only a FREL,
