If your commserve and media agent have connection to the Oracle agent in the cloud then you can recover.
Regarding the duration and speed, never tested it and I assume this will also depend on:
- The bandwidth you have towards Azure
- the throughput capacity of your firewall / internet proxy

Thanks Again Jos. it looks like This is just an out-of-place restore from one server to another server. As long as there is a network connection between Azure VMs and BaaS Servers, there is no specific cloud requirement. Restore to Cloud VM will be treated like just another out-of-place restore.
