The Health Report data is provided by Metrics Reporting uploads.

In order to refresh the Health Report, the best way is to perform a fresh upload of Metrics Report data.

These are usually performed on a schedule, so there may be an issue with this automated process or perhaps the schedule has been disabled for a while.
