I have two media agents and a DDB. The ddb has two partitions spread across the two ddbs. I want to decommission one media agent. is there a correct way to do this? i haven’t found a document on CV support that seems to cover this specific scenerio.

The DDB can be moved to another MA. I don’t believe there is a process to shrink from a partitioned DDB setup to a single, except for maybe deploying a new Storage Pool?
My concern would be the sizing of your environment. If there was a reason it was sized with 2 MAs, is a single MA going to be able to handle the load?
