Restoring From 12c RAC to 19C RAC , but in restore the Destination client is not showing ..

Not sure if this helps, but as per the below Books Online, for Cross-Machine restores the source and destination hosts must have the same Oracle version, I assume this must be the reason that the destination client is not getting listed during restore.
