We are planning to upgrade from 11.28.xx to 11.32.xx soon. Recently during a separate event, I was told that when we upgrade to 11.32, the INDEX FS increases dramatically. Does anyone know more information on this so we can plan for the increase?

Not aware of any significant increases in Index size for FS clients between these SP versions.
If you plan to implement Content Indexing, then yes there are a separate amount of requirements regarding hardware.
