Kindly refer below URL and steps to create custom package.
For Windows Computers
- Obtain the installation package from the Download Manager or CommServe cache.
- Run
Setup.exeas Administrator. - Select Create a custom package to install on a different computer.
- Choose processor type and install type (new installation or upgrade).
- Select required agents and options.
- Save and distribute the package.

In addition to what CV_GK said, you can also run a repair on the client if it is already installed to your Commserve. when running repair provide system credentials.
or if it is not yet registered to commserve, you can install using the 11.36 download manager and execute it manually on the server you wish to register. when installing using this it would give you an option to select the MaintenanceRelease(11.36.46).

Hello everyone, I have solved it. I created a custom kit from (Commvault_Media_11_36.exe) on the production server and copied the kit to the offline DR server for installation.
