Can Commvault backup a volume from a C60 and restore it to a C50? C60 is in our Production environment and C50 is in our test environment.

Should be possible - assuming you are talking about hardware snapshots, Commvault Intellisnap backups up at an application level, abstract from the storage type (with exception of NDMP) so you should be able to restore data anywhere once you perform a backup copy.
