we use Intellisnap to protect Azure VM, Comvault will create ZRS snapshot for Azure disk, any option to create LRS snapshot?

Yes! - there is an option now at the VM group level to select the snapshot type:

Right now its not possible to pick the snapshot redundancy.
The VM's are in a region that supports ZRS, so the incremental snapshots automatically use ZRS. The reasons for this are in https://learn.microsoft.com/en-us/azure/virtual-machines/disks-incremental-snapshots - "Additionally, incremental snapshots potentially offer better reliability with zone-redundant storage (ZRS). If ZRS is available in the selected region, an incremental snapshot will use ZRS automatically."
