Hi there
Is this a new CommServe installation? When you build a new CommServe you will get a license file as part of a welcome email this is only a temporary (evaluation) licence which it looks like you might have. It gives you a period of time (30 days) to deploy and you will need to request a permanent license.
You should be able to do that via this link: Commvault Support Services - Product Registration & License Management
If you fill out the form and use Option 1 (Register a new Commvault CommServe) you should then receive the permanent license within a day or so.

Try to restart the all services on commserv once. if the error still appears to be same. kindly log support ticket to get new replaced license file.
