In Salesforce I just refreshed a fulldev sandbox , does the sandbox has to reconfigured again ? Is there any documentation for this?

There is no need to reconfigure the Sandbox organization after refreshing a Fulldev/Partial Data sandboxes. There is no document as such referring this.
