I already perfomed SP to PLAN migration but I want to know the difference between :
creating a new server plan or converting an existing SP.
Is there some limitations when converting to plan instead of creating a new one ?

The goal of the conversion workflow is to perform a like for like migration of the SP configuration into a plan.
This workflow is a one off operation to be used to move your existing configuration over and once it is complete you should create new plans and not new SP or migrate more over.
