installation WEB server. Cannot create the installation package.

Weird stuff indeed….Have you tried creating and installing a package for the Metrics Reporting Server?
Arlie says it will install the Web Server package as part of the installation process..

Not pretty but might work… do not know.. Just throwing out ideas.

In 11.40 you need to enable a key to install Web Server on a Windows machine, although you haven’t mentioned the operating system.

As it requires an interactive install, you need to use bootstrap to download the software for Web Server component as it downloads the SQL Express binaries that are used when installing the Web server.

After adding the key the Web server will be allowed to be selected from the Server list:

I have used the Key. Still no option for installing weg server. Do I need to create de Package on the Commserve?

Old server Windows 2016

I have enabled the key in the windows machine where I run the bootstrap (Download manager) that allows me to select the packages for Web server from the list of packages to download (as I showed in my screenshot).

Once packages for Web server are downloaded you can copy the binaries to the Web server machine to run the install interactively. Web Server cannot be installed from the console as it installs a SQL Express.

I have tried it from my laptop, does not work. 
I have tried it from my personal laptop, does not work
Ik have tried it from a Windows 2025 server, does not work.
I do not see the option Webserver. 
I wil try it from the Commserve, perhaps this wil solve the issue.

Key enabled in registry in my laptop:

Run the Commvault_Media_11_40.exe bootstrap and selected download packages → Windowsx64 → Selected MR version, in my case latest → Advanced to select the package:
