I have implemented passkey from the command center as administrator, is there any way to allow end user to restore their data without requiring the passkey? this scenario will be exception for top management users or should i as admin share the kay with them?

To allow end users to restore their data without requiring a passkey, you can disable the passkey requirement for those specific users.
