Current commserve version is 11.36.98 and using commcell console. if we upgrade to 11.44 are we still be able to use commcell console?

Yes. After upgrading to version 11.44, you can still use the CommCell Console. I have tested this on version 11.44, and the CommCell Console works as expected, as shown below:
