Is there any down time associated with performing a a ‘live recovery’ for a VM(s)?
i.e.- complete a ‘live recovery’ job for VM1. During or afterwards, any negative affects or downtime on VM1?

No the original VM remains completely untouched. Of course, you may want to reconfigure the network during the recovery options for your live recovered VM so that it does not conflict with the original VM.
